Uphill task for Maoists
0Surprise….Surprise!!! Nepal’s CA elections have given unexpected verdict and CPN Maoists are heading for clean majority. Many pundits and analysts have believed that Maoists will merely be third largest party and democratic parties like Nepali Congress and CPN UML would be the leaders. But how wrong they were.
There are no clear answers to question; why Maoist doing so well. Maoists critics say their threat and intimidation prior to election played crucial role in judgment making process of Nepali people. But many believe Nepali people want change and they put their faith in Maoists. Whatever the arguments are, one thing is clear: Nepal Communist Party Maoists have emerged as big player in coming Constituent Assembly.
But there are daunting challenges lie ahead for Maoists. Using popular campaigns and luring public, they got the mandate. But in reality, it would be mountainous task for them to achieve their goals. First major concern is to see how international community will react to this election process. CPN Moaist has been vehemently opposed to policies of India and US. US haven’t removed Maoists from its list of international terrorist organization. International community particularly US and India must be in dilemma whether to accept the verdict or not. India is itself facing growing problem with Naxalist and supporting Maoists could send wrong signals to Naxalists. Whereas US doesn’t want to see victory of communism over capitalism.
So Maoists leadership would find itself in hot milk to assure international community about it intentions and commitment to democracy, liberty and human rights. With start they can do is: control unruly activities of its youth wing, Young Communist League (YCL), scrap its parallel kangaroo governments, return back all seized properties and allow people to return home. Oh man, I thought to write one but the list continued.
Their task is not only to assure international community but also to take all domestic player together and lead in constitution writing process. Besides that, they have look after administrative part too. They have to make everyone happy including its militias and Nepal Army. Not only that, they have to control escalating inflation and bring revolutionary economic reforms and increase pace of development.
These are only few problems. Many will come as time pass by. It was easy for them to comment but now, its their challenge to meet people’s aspirations. They have got 2 years to make people feel change, lets see how far they can go.

1Ok, let’s begin with the question: How many of you don’t believe US Presidential Race of Democrats is all about Gender and Race?

May be the candidates deny this or want to play safe, but it’s all about race and gender. Many of you might call me feminist or racist, but this is the reality.
Ok let’s again come to some more questions, why Hilary is loosing despite she has better issues or experience than Barack Obama? Why people only refer her experience as First Lady than as NY Senator? Why people term her loosing confidence when she’s soft and over smart when’s she’s tough? Or the main theme of whole affair is, US is not yet ready for first Female President? Survey says so. Around 33% Americans are not ready for female president compare to 27% who are not ready for Black President.
I was watching Mississippi Primaries on CNN with my mom, and suddenly she said “Why Hilary is loosing? Is it something to do with male chauvinism?” I replied her back “well it’s not only about male chauvinism; young girls are also deserting her.” And she replied back when they are old enough to be her age, they will realize what mistake they made when they had chance. And I know by her look, she’s secretly wishing Hilary might go to become US President. I know she’s got nothing to benefit from her but still she wants her to win. May be she find herself in her, may be!
Suddenly an image of invisible women came back to my memory. Women might be talented but are sidelined as their age goes on. Hello, it’s not only Nepal but also US. Sean Connery still commands Hollywood in some sense but where are the women of his time? People love to talk about Pravin Giri, our very own newsreader but where female news anchors of his time went? Be in any profession, women are sidelined as the age ladder goes up.
And there’s exception: Hilary Clinton. She’s 57, refreshing, charming with immense talent. But hold on, there’s problem. People still want her to be invisible. Journalists love to talk about her suit pants, her look and her secret of being so charming instead of her expertise, her talent and her. Have we heard journalist so interested about Obama’s suits or his secret of charm which people relate with John F. Kenedy? The answer is crystal clear: a big NO. So why this difference? I couldn’t help but wonder: Has it got something to do with male chauvinism as my mom suggest?
I was flashing through The Time and I read one article suggesting many American males don’t want her because she reminds them of their mother. But hold on, it’s not loving mother but it’s shouting mother. So people don’t vote her because she’s women, women and women.
And many people might question back: So what’s this with race? Obama is black and 27% people are not ready for black for black president? Yes, he’s black and 27% might oppose him but he’s still a man! The wonder man in fact. When people were voting in South Carolina, a black majority state, many thought Hilary might do better there since she has worked so hard for black’s rights. But when it comes to pay back, they choose their own color. May be men choose him because he’s man but females choose their race over their gender. It’s like we voting for Prashant Tamang during his quest for Indian Idol. The race comes first no matter what.

Yes, Obama has got white votes equally too and especially young votes but only rhetoric CHANGE can’t be the reason. If we look at his work as senator it shows that he’s star with minor role. The New York Times reported that he was almost an outsider and disappointed many Democrats not becoming a more prominent voice in other important debates.
He gets votes because he’s young and charming which many people can relate with. And he talks about the dream New America and Change which people always dream of and above all he’s male. In fact THE BLACK MALE.
Insulting black man is racism for which you have to pay lot. But insulting women is nothing compared to racism. Whatever his color be, if you choose male still you have got sense of male dominance in the White House. And many people don’t want the shift in power cycle.

1जाडोको महिना छ । विहान विहान चिसो भएर कलेज जाने मन पनि हुँदैन । धेरै जस्तो समय अल्छि गरेर सुतेरै बस्छु । सायद यही भएर होला कलेजमा मलाई पर्यटकको रुपमा हेरिन्छ । अब सरकारी कलेज न पर्यो, को आयो को गयो कसलाई मतलब । आज भेटेको साथी भोली चिनिदैन । त्यही भएर १ वर्ष त कुनै पनि साथी नबनाई वित्यो । दोस्रो वर्षमा गएर मात्र केही साथी बने जो अझै पनि छदैछन् ।
कलेजमा के भइरहेछ भन्ने बारेमा म बेखबर नै रहन्छु । तर अस्ति कलेजमा प्रथम वर्षका नयाँ साथी अर्थात Fresher हरुलाई स्वागत कार्यक्रम थियो । हेर्न मन नहुँदा नहुँदै पनि साथीको करले एकछिन हेर्न गएँ । स्ववियुले बजेट भाषण जस्तो के मा कति खर्च गर् यो भनेर खर्चको नालीबेली पढ्दै थियो । सुन्दा नै अचम्म लाग्यो, विरामी सहयोग खर्च भनेर झण्डै १४ हजार खर्च गरेछ तर को विरामी थियो, किन दिइयो जस्ता जरुरी स्पष्टिकरण भने दिएन । मैले सोचे म त परेँ पर्यटक त्यही भएर यस्तो खर्च पनि दिदोरहेछ भनेर थाहा भएन । त्यही भएर सधैँ कलेज आउने साथीलाई सोधेँ के यस्तो खर्च पनि हुन्छ र पारदर्शी कतिको हुन्छ । तर खासमा त ऊ पनि यो लिष्ट सुनेर अचम्म परेको रहेछ । भन्दै थियो अब स्ववियूको चिनेको मान्छे विरामी भए मात्र खर्च पाइन्छ होला । सुन्दै थिएँ बजेट भाषण सकियो । कतिले सुने थाहा भएन । सबै जना स्ववियुले सित्तैमा बाँड्ने चियामा झुम्मिएका थिए तर खर्च चाहि स्ववियूको भागमा रहेछ (पोहोर २७ सय खर्च भएको रहेछ) । बजेट भाषण पछि अर्को साथी मंचमा आउनुभयो । लागेको थियो उहाँले नयाँ साथीलाई स्वागत रुपी भाषण दिनुहुन्छ । तर होइन रहेछ । अब मन्च पाएको बेला अरु पार्टीलाई गाली नगरेर कसले जसको लागि कार्यक्रम आयोजना भएको हो उसको लागि भनेर केही बोलोस् । सुनेर दिक्क लाग्यो र हिँडे ।
बाहिर चिया पसलमा घुँइचो थियो । बल्ल बल्ल सिट पाएँ । फेरी अरुको कुरा सुन्दिन भन्दा भन्दै पनि सुनिहालेँ । जो हेरे पनि विदेश जाने कुरा बाहेक केही गर्दैनन् । धन्न एक पार्टीलाई गाली गर्ने र बहस गर्ने विषय त हैन जस्तो लाग्यो । एकछिनमा उनीहरुको कुरा भिसामा आयो । किन भिसा पाएन र कति भाग्यको भर हुन्छ भनेर कुरा भयो । भर्खरैको रिर्पोट अनुसार नेपाल अमेरिकामा विद्यार्थी पठाउने मुलुकको सुचिमा १४ औँ स्थानमा रहेछ । सबैले भिसा पाए जस्तो लागेको थियो तर हैन रहेछ । मेरो प्राय सबै साथी त गइसके सायद त्यही भएर पनि मेरो त्यो सोच बसेको होला । अमेरिका नभए अष्ट्रेलिया त पक्का भन्थे । तर भिसा नपाएको गुनासो सुन्दा सुन्दा एकै चोटि अमेरिकी साम्राज्यवादलाई पो गाली सुनेँ । अचम्म लाग्यो र फर्केर नै हेरेँ । अर्को मित्र त्यो बहसमा थपिनुभएको रहेछ । अमेरिकाले किन भिसा दिनलाई किचकिच गर्छ भन्दा उहाँको तर्क थियो “राम्रो र दक्ष जनशक्तिलाई अमेरिका ल्याउने र अरु मध्यम तहका मानिसलाई उसकै देशमा छोड्ने अमेरिकाको योजना छ । अब एकचोटि अमेरिका पुगेपछि किन फर्केर नेपाल जस्तो देशमा आउँछन् र मानिसहरु । त्यही आफ्नो दक्षताको उपयोग गरिहाल्छन् । यसले गर्दा अमेरिका पछि सम्म पनि विश्व महाशक्ति बन्न सक्छ ।” अरुले पनि सही थापे र फेरी कुरा घुमेर फर्केर राजनीतिमै आइपुग्यो । अमेरिकाले किन माओवादी नेतालाई भिसा दियो माओवादीको युद्ध मोह काँग्रेसको कुर्ची मोह….. यस्तै यस्तै कुरा ।
लाग्यो नेपाली न पर् यौ । नसा नसामा राजनीति घुसेको छ । जुनसुकै समय स्थान र परिस्थितिमा पनि राजनीतिले छोड्दो रहेनछ । अनि एकचोटि महादेवलाई सम्झे (हुन त म नास्तिक हुँ) र मनमनै भने जय शम्भो जय राजनीति !
May be No CA Polls? Why? Maoists don’t want.
3Well, Yesterday CPN Maoist’s plenum unanimously endorsed chairman Prachanda’s political and organizational report, which states that proportional electoral system and declaration of a republic are preconditions for the upcoming Constituent Assembly elections. But the Maoists’ latest preconditions have seriously raised questions over their intention of Constituent Assembly (CA) Polls. Though their meeting has stated that the elections on November 22 are essential in order to bring about a peaceful revolt but their action have always been contrary to their words.
There are only 105 days left for much-awaited CA Polls. CPN Maoist and other Seven Political Parties agreed on mixed-proportional electoral system. Based on Nepal’s Interim Constitution 2063 and other Election Laws, Election Commission is busy in preparation. Voter education is going on, other necessary planning are being carried out but now CPN Maoists wants to change the entire system.
It was already agreed that CA Polls would decide the fate of Monarchy but Maoists wants declaration of Republic ASAP. They say if their 2 preconditions are not met, it’s worthless to have CA Polls. Does CA polls is just for declaration of Republic? Isn’t CA polls of entire restructure of Nepal and making it inclusive in terms of everything? How Maoists can set preconditions for the polls it previously agreed?
Political parties do not understand the ground reality. They are just worried that their agenda is not chosen or not being implied. Even if we decided to go full proportional electoral system, it will take ages to formulate regarding laws, educating voters and other preparations. So that means there won’t be CA Polls on November 22 (Mangsir 06, 2064 B.S.). Seeing activities of Young Communist League (YCL) of CPN Maoists, many parties were accusing them of shying away of polls, but now their preconditions have proved those allegations right. We had thoughts that only Pro-Palace people are not willing to go for polls and trying to obstruct polls, but CPN Maoists is also not ready for polls.
Why Maoists are not ready for polls? The reasons could be their dwindling popularity among people. During war period, people were afraid of them. Anyway who dared to speak against guns? Those who did, they are now counted among 13000 dead or lying somewhere helplessly. After April Uprising, people have huge expectation from them. But there’s one proverb in Nepali “Jun Jogi aaye pani kanai chireka”, they too were proved just another Kan Chireko Jogi. Their rule of terror didn’t go. In the form of YCL, they kept their terror. Joining government also, they couldn’t function well. All these and other unseen reason decreased their popularity. Now going to poll could fail them miserably. So they are trying to hold off the poll and in the mean time win people’s trust.
So they have now used two very popular cards i.e. full proportional electoral system and declaration of Republic. Well, they were in favor of these cards from beginning but later conceded to mixed-electoral system and decision on Monarchy by first meeting of CA Polls. If they are ready for polls, then why suddenly now they want these pre-conditions. Their intention is crystal clear, they don’t want election now.
Another irony is, full proportional system means parties have to allocate their parliamentary seats including every sector, every community of society, but they themselves are not inclusive. Either that’s Nepali Congress or CPN UML or CPM Maoists or any other parties, all are not transparently democratic and inclusive. All parties hue cry to make country and government inclusive but they themselves are not committed to inclusiveness.
For election, only Election Commission is worried. Instead of going to people and helping them to understand importance of CA Polls, parties are busy themselves giving speeches on polls condition. They say polls can’t be held on specific period. What’s happening to them? Do they forget we fought for entire abolishment of feudalism and establishment of democratic and transparent system? We didn’t fight against King to take parties to power. We fought for change, we fought for peace and we fought for democratization and development of Nepal. But it seems everyone is forgetting the spirit of April Uprising.

8These are the recent images of Palpa Durbar. Maoist had attacked Palpa on 31 January 2006 and destroyed the historic monument. Though the war is officially over, this devastated historic monument still stands as proof that wounds are nor easily healed. The first picture is of Palpa Durbar (may be taken too long ago, date not mentioned. Image taken from www.tansenpalpa.com) The historic Palpa Palace was major tourist attraction center.

After the Maoists raid Palpa on the night of January 31, 2006, they heavily bombarded the palace which was home of government offices. Now the Palpa Palace looks like this:



These are the destroyed vehicles during attacks which are still left at palace’s ground as it is.
Locals say that during attacks civilians homes were also attacked. Though no civilians died but the wounds remained as psychological/mental trauma. One of the students of Tansen Nursing School told me that after attack many people came to them seeking psychological help. In her experience, mental trauma is more dangerous than physical.
