Government Administration: Dog’s Tail

Enough has been written about working attitude of government offices in Nepal. Government offices/employees are famous for their lameness, inefficiency, lack of commitment and sense of responsibility and much more. After April Revolution, everyone hoped Nepal would see change in it’s whole system, not only in political front but also in social, cultural and administrative front. But it seems administrative bureaucracy has become like dog’s tail: no matter how hard you try to make it straight but it won’t become.

In democratic system, every part of government is responsible to people nad their sole aim is to serve people. But not in Nepal’s case. Either it was Panchayat or King’s Rule or today’s Loktantra, Government administrative system is same. Today I went to Teachers Service Commission which is responsible for distributing License to teachers and upgrading them. I was there to ask about the procedure of licensing system. Well, office should have started at 9.30 or 10.00 am but till 10.30 no one were there. I kept waiting for them and finally some people came there and asked me why I was there. I told them my reason and they pointed to their boss who hadn’t arrived till that time. I kept waiting for him and finally he showed up at around 10.45. Listening to me he again referred to his boss. (Hearing I was from Media, no one was willing to speak fearing if anything went wrong, it would be disaster for them). I again waited for his boss for around 15 minutes. I had small chit-chat about licensing and asked him for interview. His first reaction was, “I am in no mood”. When I pressed him more, he ordered his junior to reply me. But the junior boss hesitated to speak, so they had discussion and told me that their super boss would answer me. They gave me reason of authentication. What could I do, I decide to wait for him. I asked him, what time he would be at office, he replied 11.30 or more.

All of them were enthusiastically chatting about threat of Jwala Sing faction of Jantantrik Terai Mukti Morcha, Terai tension and other political issues. Eveyone was not missing chance to tell rest his view/opinion. The debate was slowly heating up and they were shouting bit harder. And I was left alone on corridor waiting for their Super Boss who seems to be not in mood to come to office. Jai Nepali Bureaucracy!!

तपाईलाई के लाग्छ प्रेमपत्रहरु यदि आफ्नो कार्यक्षेत्र अनुसार लेखिने भए कस्ता हुन्थे होलान् ?? मलाई केही समय अघि इमेल मार्फत केही यस्तै प्रेमपत्रहरु आए जुन मैले तल उल्लेख गरेको छु । यसका लेखक को हुन् भनेर त मैले थाहा पाइन तर पत्र चाहि निकै रमाइलो लाग्यो । तपाई आफै पनि पढ्नुहोस् र यदि सक्नुहुन्छ भने आफ्नो कार्यक्षेत्र अनुसार प्रेम पत्र लेख्ने प्रयत्न गर्नुहोस् । यदि लेख्नुभयो भने हामीलाई पनि पठाउन नभुल्नुहोला नि….

मेरो हृदयकी नाइटभिजन, लङ्गरेन्जको भन्दा लामो तथा बंकरभन्दा गहिरो माया !
आत्माकी सेन्ट्री, सेक्यरिटीवाल भन्दा मजबुत प्यार । मेरो दिमागकी एम्बुस, ब्ल्यांकफायर
भन्दा धेरै क्लियर संझना । प्यारी, मेरो सानो मिसफायरमा तिमी मेरो घेरा तोडेर माइत गयौं,
मेरो मनमा र्कफ्यु लागेको छ । तुरुन्त आत्मसर्मपण गरिदेउ, हैन भने, हातहतियार सहित माइतमा आक्रमण हुनेछ !!

ड्राइभरको लवलेटर
मेरो मुटुकी स्टेयरिङ् , चौथो गियर भन्दा धेरै माया ! अहिले सम्म म कण्डिसनमा नै छु , आषा छ, तिमी पनि पञ्चर भएकी छैनौ होला । म घरबाट हिँड्दा तिम्रो चक्का मेरो मतलब खुट्टा ठिक थिएन, राम्रो वर्कसपमा गएर डाक्टरलाई देखाउनु । केटाकेटीलाई गाली गर्दा हर्न सानो पार्नु , छिमेकीले ओभरटेक गर्छन्, आउँदो नपालबन्दमा घर आउँदैछु ,त्यसैबेला बेट्रीचार्ज गरौंला !!

I used to not sit alone
In darkness of the room
Waking in the midnight
Spend it, watching the moon
My eyes were not wet
When a child would cry
Looking at the dead flower
I used to not sigh
I did not walk alone
Getting wet in the rain
With the sad ending of a film
I used to not feel the pain
Now, you’ve made me fall
In the deep ocean of love
My heart ripped apart
My feelings floating above
